L’ex-République soviétique, encore très dépendante de la Russie, a signé une charte de partenariat stratégique avec les Etats-Unis et approuvé un projet de loi visant à lancer sa candidature à l’UE.

«Coup de blu»
En mars 2024, le Parlement européen a approuvé une résolution saluant le renforcement de la coopération entre Bruxelles et l’Arménie – où une mission civile d’observation européenne est déployée à la frontière avec l’Azerbaïdjan –, et armé que le pays pourrait demander à adhérer à l’UE s’il remplit les critères. Le mois suivant, la Russie a menacé de «consequences dévastatrices» si l’Arménie, qui abrite une base militaire russe, quittait l’Organisation du traité de sécurité collective, une alliance militaire dirigée par la Russie, et se tournait vers l’Occident.
Malgré la concomitance des deux démarches de rapprochement avec l’UE et les Etats-Unis, celles-ci «ne sont pas directement liées, arme Richard Giragosian, directeur du centre de recherche au Regional Studies Center, à Erevan. L’accord avec les Etats-Unis est symbolique, mais il résulte d’un processus beaucoup plus long.» S’il intervient aujourd’hui, c’est «en raison de l’arrivée imminente de l’administration Trump» à la Maison Blanche. Selon des sources bien informées, le projet de loi sur la perspective d’intégration à l’Union européenne relèverait, quant à lui, d’un «coup de blu» de la part du gouvernement arménien an de tester la réaction de Moscou et de Bruxelles, et voir ce que chacun peut orir. «L’Arménie veut regagner sa souveraineté et son indépendance. Or elle est dans une position si faible, et elle a si peu de marge de manœuvre par rapport à la Russie que ne rien tenter serait encore plus risqué», décrypte M. Giragosian.

The former Soviet Republic, still very dependent on Russia, has signed a charter of strategic partnership with the United States and approved a bill aimed at launching its candidacy for EU membership.

In March 2024, the European Parliament approved a resolution welcoming the strengthening of cooperation between Brussels and Armenia – where a European civilian observation mission is deployed on the border with Azerbaijan – and saying that the country could apply to join the EU if it meets the criteria. The following month, Russia threatened “devastating consequences” if Armenia, which hosts a Russian military base, left the Collective Security Treaty Organization, a Russian-led military alliance, and turned to the West.
Despite the concomitance of the two approaches to rapprochement with the EU and the United States, they “are not directly linked,” says Richard Giragosian, director of the research center at the Regional Studies Center in Yerevan. The agreement with the United States is symbolic, but it is the result of a much longer process.” If he intervenes today, it is "because of the imminent arrival of the Trump administration" at the White House. According to well-informed sources, the bill on the perspective of integration into the European Union would be a "blueprint" on the part of the Armenian government to test the reaction of Moscow and Brussels, and see what each can achieve. "Armenia wants to regain its sovereignty and independence. However, it is in such a weak position, and it has so little room for maneuver in relation to Russia that not trying anything would be even riskier," Mr. Giragosian explains.
