In an Armenian-language interview, RSC Director Richard Giragosian assessed the status of Armenia and the Russian-led "Customs Union."

This is a link to an interview (in English, but with a voice-over in Armenian) with RSC Director Richard Giragosian on 31 October with RFE/RL’s Armenian Service focusing on the recent statements by Russian Colonel Andrey Ruzinsky, the commander of the Russian military base in Armenia, in which he said that “if Azerbaijan decides to restore jurisdiction over Nagorno Karabakh by force the [Russian] military base may join in the armed conflict in accordance with the Russian Federation’s obligations within the framework of the Collective Security Treaty Organization (CSTO).” Ruzinksy’s statements were expressed in an interview with the Russian Defense Ministry’s official “Krasnaya Zvezda” newspaper earlier in October.

The Russian base commander also revealed to “Krasnaya Zvezda” that a group of his senior officers and their Armenian colleagues recently jointly toured “areas of combat engagement.” “We plan to increase such activities next year,” he said without elaborating.

Տարածաշրջանային հետազոտությունների կենտրոնի տնօրեն Կիրակոսյանի գնահատմամբ, այս  հարցում առավել էականն այն է, որ հրադադարի խախտման այս դեպքը Ադրբեջանի կողմից միջազգային հանրությանն ուղղված ուղերձ էր այն մասին, որ Բաքուն չափազանց դժգոհ է Մինսկի խմբի գործունեությունից։
